Tsering, Ms Dicki Chhoyang, Kalon for the Department of Information & International Relations, Mr Ngodup Dongchung, Kalon for Department of Security, and Kasur Tempa Tsering, His Holiness the Dalai Lama’s Representative in New Delhi.
Does the Tibet Task Force On Negotiations consider Tibetans to be an ethnic minority of China with rights under China’s constitution, or a distinct people with rights to nationhood?
