As per page 16 of ‘The great TIBETAN stonewall of China’ by Martyn Berkin:
‘…Shortly after his return to Lhasa in 1913 the Dalai Lama issued the proclaimation which is regarded by Tibetans as Tibetan’s Declaration of Independence, declaring Tibet to be a, “small, religious and independent nation”, stressing the need “to safeguard and maintain the independence of Tibet”, (see Appendix, document 9).’ Thus by 1913 the Chinese had been expelled from all Tibet.’
